Die Antr\u00e4ge beinhalten weitere <strong><a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/house-bill\/5428\/text#HFC5186DCE0904EBE9AE1E9138E506326\" target=\"_blank\" rel=\"noopener\">Restriktionen<\/a><\/strong> f\u00fcr russische Importe und Exporte an die USA sowie f\u00fcr Aktivit\u00e4ten russischer Banken im Land. Auch ist ein Verbot f\u00fcr US-B\u00fcrger f\u00fcr den Handel neu emittierter russischer Staatsanleihen mit einer Laufzeit von mehr als 14 Tagen geplant. Der Handel \u00e4lterer Schuldtitel bleibt davon unber\u00fchrt. Die US-Sanktionen gegen Russland begannen im Jahre 2014, seitdem haben Finanzinstitutionen und Unternehmen einen Weg gefunden, sich durch einige der Restriktionen durchzumogeln \u2013 wird es diesmal anders sein?<\/p>\n\n\n\n<p>Sollten die USA das Verbot genehmigen, das US-Anlegern eine Finanzierung des russischen Staates untersagt, ist die Wahrscheinlichkeit hoch, dass viele europ\u00e4ische Banken und Anleger diesem Beispiel folgen w\u00fcrden, vor allem dann, wenn sie Unternehmungen in den USA unterhalten. Das k\u00f6nnte zu einer dramatischen Reduzierung des t\u00e4glichen Handelsvolumens der neuen Schuldtitel f\u00fchren.<\/p>\n\n\n\n<p>Wie sch\u00e4dlich w\u00e4re das f\u00fcr den Finanzierungsbedarf Russlands? Wie in den beiden Grafiken unten ersichtlich, konzentrieren sich die Amortisierungen russischer Staatsanleihen vor allem auf in Rubel denominierte Lokalw\u00e4hrungsanleihen, die \u201eOFZ\u201c. Eine<strong> <a href=\"https:\/\/www.imf.org\/en\/Publications\/WP\/Issues\/2017\/02\/10\/Exploring-the-Role-of-Foreign-Investors-in-Russia-s-Local-Currency-Government-Bond-OFZ-Market-44653\" target=\"_blank\" rel=\"noopener\">IWF-Analyse<\/a><\/strong> \u00fcber die Entwicklung und \u00d6ffnung des russischen Marktes letztes Jahr hob die signifikante Bedeutung ausl\u00e4ndischer Investoren hervor, vor allem in den ersten Jahren wie 2012<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>. Das Risiko, dass das ausl\u00e4ndische Engagement untersch\u00e4tzt wird, existiert zwar, aber Investitionen in russische Lokalw\u00e4hrungsanleihen mittels Proxys d\u00fcrften gegen\u00fcber der Vergangenheit abgenommen haben, da Anleger damals noch keinen leichten Zugang zum lokalen Markt hatten und f\u00fcr ein Engagement in russischen Lokalw\u00e4hrungsanleihen alternative Instrumente nutzen mussten.<\/p>\n\n\n\n<p>Wenn wir davon ausgehen, dass amerikanische und europ\u00e4ische Anleger (einschlie\u00dflich ihrer synthetischen Positionen) 33% am OFZ-Markt halten und \u2013 konservativ betrachtet \u2013 100% der Anleihen in Auslandsw\u00e4hrung, dann k\u00f6nnte die implizite Finanzierungsl\u00fccke Russlands zwischen 2019 und 2023 pro Jahr etwa bei 5-7 Mrd. US-Dollar liegen. Allerdings sind laut Anlegerbefragungen aus der Vergangenheit Investoren ohne Wohnsitz in Russlands tendenziell in Wertpapieren mit einer Laufzeit zwischen 5 und 15 Jahren investiert, w\u00e4hrend inl\u00e4ndische Anleger, einschlie\u00dflich der Banken, eher k\u00fcrzer laufende Wertpapiere bevorzugen. Dies w\u00fcrde Russland etwas Raum zum Atmen geben, um sich an die neuen Sanktionen anzupassen, insofern diese denn genehmigt werden.<\/p>\n\n\n\n<p>Dar\u00fcber hinaus konnte Russland aufgrund der j\u00fcngsten Erholung des \u00d6lpreises und der Zunahme der Wirtschaftst\u00e4tigkeit neben dem langj\u00e4hrigen Leistungsbilanz\u00fcberschuss auch wieder einen Haushalts\u00fcberschuss erzielen. Wie in Grafik III ersichtlich sind die Fremdw\u00e4hrungsreserven Russlands durch USD-K\u00e4ufe der Zentralbank wieder auf 450 Mrd. US-Dollar angestiegen und liegen damit nur knapp unter dem Niveau von vor den Sanktionen 2014.
